Psychiatric test for suspect in NYC subway death

NEW YORK (AP) ? A 31-year-old woman accused of shoving a man to his death in front of a subway train because she believed he was Muslim laughed and smiled during a court hearing where she was ordered to undergo a psychiatric evaluation.

Erika Menendez, 31, was charged Saturday night with murder as a hate crime after she told police she spontaneously pushed Sunando Sen, according to prosecutors.

"There is no reason. I just pushed him in front of the train because I thought it would be cool," she said, according to the Queens district attorney's office.

She laughed so hard during her arraignment in Queens criminal court that Judge Gia Morris told her lawyer: "You're going to have to have your client stop laughing."

Defense attorney Dietrich Epperson said Menendez's behavior in court was no different from how she had been acting when he spoke to her privately, and said his client didn't really think the proceedings were funny. He represented her for the arraignment only and had no further comment. Menendez was held without bail and ordered to have a mental health exam.

Prosecutors said she pushed the 46-year-old India native to his death because she blamed "Muslims, Hindus and Egyptians" for the Sept. 11 terrorist attacks.

"I pushed a Muslim off the train tracks because I hate Hindus and Muslims ? ever since 2001 when they put down the twin towers I've been beating them up," Menendez told police, according to the district attorney's office.

Friends and co-workers said Sen, a native of Calcutta, was Hindu. He had lived in Queens for decades and was a graphic designer and copy shop owner. Sen was standing on an elevated platform of the 7 train that travels between Manhattan and Queens when he was shoved from behind as the train entered the station.

Witnesses told police a woman had been mumbling to herself and was sitting on a bench behind Sen until the train pulled in, then shoved him from behind. She then fled.

Police released a sketch and surveillance footage of a woman running from the subway station. Menendez was arrested after a passer-by saw her on the street and thought she looked like the wanted suspect. Witnesses identified her in a lineup and she was questioned by police, when she implicated herself, according to police and prosecutors.

Angel Luis Santiago, who used to work at the Queens building where Menendez's mother and stepfather live, said he was shocked by her arrest.

"It surprised me what she did," he said. "She never acted that way."

Menendez's next court appearance is scheduled for Jan. 14.

Sen was the second man to die after being pushed in front of a New York City subway train this month. Ki-Suck Han was killed in a midtown Manhattan subway station on Dec. 3. A homeless man was arrested and charged with murder in that case and is awaiting trial. He claimed he acted in self-defense.

Such subway deaths are rare, but transit officials said last week they would consider installing barriers with sliding doors on some subway platforms. Other cities including Paris and London have installed such barriers.

EAST RUTHERFORD, N.J. (AP) ? Andy Reid is out after 14 years coaching the Philadelphia Eagles, three people familiar with the decision told The Associated Press following Sunday's 42-7 season-ending loss to the New York Giants.

Reid is scheduled to meet with owner Jeffrey Lurie on Monday to discuss his future and an official announcement will come afterward, according to one person, who spoke on condition of anonymity because a final agreement hasn't been reached. That person says there's a chance Reid might remain with the team in some capacity.

Reid is due to make $6 million in 2013 in the final year of his contract. He said he wants to coach next year, but it's possible Lurie could persuade him to take a season off and perhaps help out in the front office in an "advisory" role.

Eagles spokesman Derek Boyko denied several reports that Lurie has already fired Reid, saying it's "absolutely, 100 percent" untrue.

The Eagles (4-12) finished their worst season under Reid by losing 11 of their last 12 games. They missed the playoffs two straight years for the first time under Reid.

After the ugly loss to the Giants (9-7), Reid sounded like a man who knew he was going to lose his job.

"We weren't very good," Reid said. "That's my responsibility and I take complete blame for it."

Asked if he wants to return in 2013, Reid said: "I'm all in."

Lurie said after the Eagles went 8-8 in 2011 that he considered firing Reid. He gave him another chance, but said before this season that 8-8 would be "unacceptable."

"I go in eyes wide open," Reid said of his meeting with Lurie. "Either way, I understand. Whatever he chooses will be the right thing. He always does things for the best interests of the Eagles."

Reid won more games (140) than any coach in franchise history. He led the Eagles to nine playoff appearances, six division titles, five NFC championship games and one Super Bowl loss.

But he couldn't win the big one and that's how he's measured in a city that hasn't celebrated an NFL title since 1960.

The Eagles haven't won a playoff game since 2008 and took significant steps backward the last two years. They entered both seasons with high expectations only to fail miserably.

"We had quite a run," offensive coordinator Marty Mornhinweg said.

Players said they expect changes, but continued to support Reid.

"He's a great man and I love him to death," said quarterback Michael Vick, who could've played his last game with the Eagles. "I wish I could've done more. A lot of players wish they could've done more. Coaches can't play the games."

The Eagles talked all week about wanting to win one for Reid. Instead, they suffered another embarrassing loss to cap a dismal season.

"We came, we stunk it up and we lost. It was terrible. No heart," defensive tackle Cullen Jenkins said.

Like Jenkins, Vick also questioned his teammates' desire before trying to clarify his comment.

"It's frustrating," Vick said. "It's difficult because, me, I leave it all out on the field and I give everything I got. Sometimes, I wish I could play other positions, but I can't."

Vick was 19 of 35 for 197 yards, one TD and one interception in his first game since Nov. 11. He missed the previous six games, sitting out the first five with a concussion and then being inactive last week. Vick only got the start because rookie Nick Foles broke his hand.

Vick is due to earn about $16 million next year, but the Eagles can release him without taking a financial hit. He wants to be a starter and is unsure whether he even wants to come back.

"I don't know. I have to take time to think about everything that's happened," Vick said.

This already was a difficult year for Reid. He endured a devastating loss weeks before the season opener when his oldest son, Garrett Reid, died at training camp after a long battle with drug addiction.

In October, Reid fired close friend and longtime assistant Juan Castillo, who was in his second season as defensive coordinator after coaching the offensive line for 13 years. He later fired defensive-line coach Jim Washburn.

After beating the defending Super Bowl champion Giants on Sept. 30, the Eagles lost eight straight games ? their worst losing streak in 42 years.

Before coming to Philadelphia, Reid was an offensive assistant for six seasons under Mike Holmgren in Green Bay and was instrumental in Brett Favre's growth. Reid inherited a team that went 3-13 under Ray Rhodes in 1998 and was a laughingstock in the NFL. He was an unpopular choice among fans in Philadelphia. But Reid won them over quickly by turning the Eagles into a playoff team in just his second season.

Reid drafted Donovan McNabb with the No. 2 pick in the 1999 draft and developed him into a six-time Pro Bowl quarterback. Reid and McNabb guided the Eagles to five straight playoff appearances from 2000-04. They went to the NFC title game four consecutive years, finally winning one in January 2005 over the Atlanta Falcons. But the Eagles lost to the New England Patriots 24-21 in the Super Bowl, and have missed the playoffs in four of the last eight years.

Reid's tenure in Philadelphia included several controversial decisions. He brought in star wide receiver Terrell Owens here in 2004, finally giving McNabb a legitimate target. T.O. had an outstanding year, overcame a late-season injury and returned to have an excellent game in the Super Bowl. But Owens feuded with management and McNabb the next season and Reid kicked him off the team in November 2005.

In 2009, Reid and Lurie gave Vick a second chance in the NFL after the former star quarterback had spent 18 months in federal prison for dogfighting charges. Vick took over as the starter in 2010, had a remarkable season and led the Eagles to the NFC East title.

The decision to switch Castillo from offense to defense may have been Reid's worst mistake. The unusual move was heavily criticized and contributed to the defense's collapse.

"I'll always put it on the players," Jenkins said. "Coaches can only do so much. Players have to step up and make plays."

Reid's stoic personality and bland news conferences annoyed fans and even some members of the media. He refused to call out players and always took the blame after each loss, saying he had to "do a better job" and "put players in better position to perform."

While that didn't make him popular outside the locker room, Reid was respected by his players. They supported him to the end.

"He's a great coach, a great person. I love the guy," safety Kurt Coleman said.

Fiscal cliff negotiations stall; Senate to resume talks New Year's Eve

The U.S. Senate on Sunday ended the day still sharply divided over how to avoid the automatic? income-tax hikes and deep government spending cuts set to kick in Jan. 1 that could plunge the economy into a new recession.

Despite pleas from President Barack Obama and Republican House Speaker John Boehner for the Senate to resolve the stalemate, Democrat Harry Reid, the Senate Majority Leader, announced lawmakers would not return to work until 11 a.m. on Monday -- New Year's Eve -- for one last chance to avoid going over the so-called fiscal cliff.

Reid tried to sound a note of optimism, saying closed-door discussions would carry on.

?There is still significant distance between the two sides, but negotiations continue,? he said. ?There is still time left to reach an agreement and we intend to continue negotiations.?

But senators on both sides sounded less than optimistic as they emerged from separate closed-door meetings -- one for Democrats, one for Republicans.

"We've all been told not to make plans for New Year's Eve," Missouri Democratic Sen. Claire McCaskill told reporters.

Some said they remained hopeful.

The Senate's number two Democrat, Dick Durbin of Illinois,? told reporters he was "definitely" encouraged that Republicans had dropped a demand for reducing Social Security benefits as a condition for extending unemployment benefits set to expire for some two million Americans. Obama has said extending the unemployment benefits is one of his top priorities for any deal.

"Now that they?re backing off of it, maybe we can make some progress -- ?I hope," Durbin said.

Obama had previously offered to index Social Security benefits with a "chained" consumer price index -- essentially adopting a less generous measure of cost-of-living increases -- but only with safeguards for the poorest beneficiaries and only as part of a broader deficit-reduction plan.

Earlier, Republican Senate Minority Leader Mitch McConnell complained that Democrats had not yet given him a counteroffer to a GOP proposal delivered at 7 p.m. Saturday night. And McConnell spoke by telephone at least twice with Vice President Joe Biden in an effort to "jump-start" the stalled negotiations.

Even if McConnell and Reid could put together a last-minute compromise, that deal would still need to clear the Senate and the House of Representatives -- no mean feat with time running very short.

The two sides have been starkly at odds for the last year over which Bush-era income tax cuts to extend past their Jan. 1 expiration. Obama campaigned on letting taxes rise on income above $250,000, Republicans aim to set the threshold higher.

And the income tax threshold was far from the only bone of contention.

Obama and most Democrats want to extend unemployment benefits, but Republicans linked that request to the ?chained CPI? for Social Security. With that change off the table, it was not clear what would happen to the jobless help, Durbin said.

Obama and most Democrats want to see the estate tax paid on large inheritances rise. Republicans want to exempt more estates from what they call the ?death tax.?

The two sides are also looking at sparing millions of Americans from suddenly having to pay the Alternative Minimum Tax and eyeing a way to keep the reimbursement rate paid to doctors on Medicare-covered treatment from being slashed.

Maine Republican Sen. Olympia Snowe on Sunday blasted the last-minute negotiations as a "travesty" that had left American taxpayers disgusted and scared.

"It starts with beginning of this Congress -- in the last two years we?ve seen historic failure after historic failure," Snowe said.? "Both parties and both branches of government ... it imposes a tremendous hardship and burden on the average American."

Snowe, who is retiring after 34 years in Congress, has said the intense partisanship in Washington largely drove her decision to leave.

Budget struggle raising anxiety for health care

WASHINGTON (AP) ? Confused about the federal budget struggle? So are doctors, hospital administrators and other medical professionals who serve the 100 million Americans covered by Medicare and Medicaid.

Rarely has the government sent so many conflicting signals in so short a time about the bottom line for the health care industry.

Cuts are coming, says Washington, and some could be really big. Yet more government spending is also being promised as President Barack Obama's health care overhaul advances and millions of uninsured people move closer to getting government-subsidized coverage.

"Imagine a person being told they are going to get a raise, but their taxes are also going to go up and they are going to be paying more for gas," said Thornton Kirby, president of the South Carolina Hospital Association. "They don't know if they are going to be taking home more or less. That's the uncertainty when there are so many variables in play."

Real money is at stake for big hospitals and small medical practices alike. Government at all levels pays nearly half the nation's health care tab, with federal funds accounting for most of that.

It's widely assumed that a budget deal will mean cuts for Medicare service providers. But which ones? How much? And will Medicaid and subsidies to help people get coverage under the health care law also be cut?

As House Speaker John Boehner famously said: "God only knows." The Ohio Republican was referring to the overall chances of getting a budget deal, but the same can be said of how health care ? one-sixth of the economy ? will fare.

"There is no political consensus to do anything significant," said Dan Mendelson, president of Avalere Health, a market analysis firm. "There is a collective walking away from things that matter. All the stuff on the lists of options becomes impossible, because there is no give-and-take."

As if things weren't complicated enough, doctors keep facing their own recurring fiscal cliff, separate from the bigger budget battle but embroiled in it nonetheless.

Come Jan. 1, doctors and certain other medical professionals face a 26.5 percent cut in their Medicare payments, the consequence of a 1990s deficit-reduction law gone awry. Lawmakers failed to repeal or replace that law even after it became obvious that it wasn't working. Instead, Congress usually passes a "doc fix" each year to waive the cuts.

This year, the fix got hung up in larger budget politics. Although a reprieve is expected sooner or later, doctors don't like being told to sit in the congressional waiting room.

"It seems like there is a presumption that physicians and patients can basically tolerate this kind of uncertainty while the Congress goes through whatever political machinations they are going through," said Dr. Jeremy Lazarus, president of the American Medical Association. "Our concern is that physician uncertainty and anxiety about being able to pay the bills will have an impact on taking care of patients."

A recent government survey indicates that Medicare beneficiaries are having more problems when trying to find a new primary care doctor, and Lazarus said that will only get worse.

Adding to their unease, doctors also face an additional reduction if automatic spending cuts go through. Those would be triggered if Obama and congressional leaders are unable to bridge partisan differences and strike a deal. They are part of the combination of tax increases and spending cuts dubbed the "fiscal cliff."

Medicare service providers would get hit with a 2 percent across-the-board cut, but Medicaid and subsidies for the uninsured under Obama's health care overhaul would be spared. The Medicare cut adds up to about $120 billion over ten years, with 40 percent falling on hospitals, according to Avalare's analysis. Nursing homes, Medicare Advantage plans and home health agencies also get hit.

The American Hospital Association says that would lead to the loss of hundreds of thousands of hospital jobs in a labor intensive industry that also generates employment for other businesses in local communities.

"It's very difficult to believe hospitals can absorb the kinds of numbers they are talking about without reducing service or workforce," said Kirby, the hospital association head. "You may decide that a service a hospital provides is not affordable ? for example, obstetrics in a rural community ? if you're making a little bit of money or losing a little bit of money by continuing to deliver babies in a rural community."

Independent analysts like Mendelson doubt that a 2 percent Medicare cut to hospitals would be catastrophic, but say it will cost jobs somewhere.

Even if there is a budget deal, the squeeze will be on.

The administration has proposed $400 billion in health care cuts so far in the budget talks, coming mainly from Medicare spending. That's only a starting point as far as Republicans are concerned. They also want to pare back Medicaid and Obama's health care law, and have also sought an increase in the eligibility age for Medicare.

Norman Schwarzkopf, U.S. commander in Gulf War, dies at 78

WASHINGTON (Reuters) - Norman Schwarzkopf Jr., the hard-charging U.S. Army general whose forces smashed the Iraqi army in the 1991 Gulf War, has died at the age of 78, a U.S. official said on Thursday.

The highly decorated four-star general died at 2:22 p.m. EST (1922 GMT) at his home in Tampa, Florida, said the official, who spoke on condition of anonymity. The cause of death was not immediately known.

Schwarzkopf, a burly Vietnam War veteran known as Stormin' Norman, commanded more than 540,000 U.S. troops and 200,000 allied forces in a six-week war that routed Hussein's army from Kuwait in 1991, capping his 34-year military career.

Some experts hailed Schwarzkopf's plan to trick and outflank Hussein's forces with a sweeping armored movement as one of the great accomplishments in military history. The maneuver ended the ground war in only 100 hours.

Former U.S. President George H.W. Bush, who built the international coalition against Iraq, said he and his wife "mourn the loss of a true American patriot and one of the great military leaders of his generation," according to a statement released by Bush's spokesman.

Bush has been hospitalized in Houston since late November.

Defense Secretary Leon Panetta praised Schwarzkopf as "one of the great military giants of the 20th century." General Martin Dempsey, chairman of the Joint Chiefs of Staff, said he "embodied the warrior spirit," and called the victory over Hussein's forces the hallmark of his career.

PHYSICAL PRESENCE

Schwarzkopf was a familiar sight on international television during the war, clad in camouflage fatigues and a cap. He conducted fast-paced briefings and toured the lines with a purposeful stride and a physical presence of the sort that clears barrooms.

Little known before Iraqi forces invaded neighboring Kuwait, Schwarzkopf made a splash with quotable comments. At one briefing he addressed Saddam's military reputation.

"As far as Saddam Hussein being a great military strategist," he said, "he is neither a strategist, nor is he schooled in the operational arts, nor is he a tactician, nor is he a general, nor is he a soldier. Other than that, he's a great military man, I want you to know that."

Schwarzkopf returned from the war as a hero and there was talk of him running for public office. Instead he wrote an autobiography titled "It Doesn't Take a Hero" and served as a military analyst.

He also acted as a spokesman for the fight against prostate cancer, which he was diagnosed with in 1993.

Schwarzkopf was born August 22, 1934, in Trenton, New Jersey, the son of Colonel H. Norman Schwarzkopf Sr., the head of the New Jersey State Police. At the time, the older Schwarzkopf was leading the investigation of the kidnapping and murder of aviator Charles Lindbergh's infant son, one of the most infamous crimes of the 20th century.

The younger Schwarzkopf graduated from the U.S. Military Academy at West Point, New York, in 1956. He also earned a masters degree in guided-missile engineering from the University of Southern California and later taught engineering at West Point.

CHESTFUL OF MEDALS

Schwarzkopf saw combat twice - in Vietnam and Grenada - in a career that included command of units from platoon to theater size, training as a paratrooper and stints at Army staff colleges.

He led his men in firefights in two Vietnam tours and commanded all U.S. ground forces in the 1983 Grenada invasion. His chestful of medals included three Silver and three Bronze Stars for valor and two Purple Hearts for Vietnam wounds.

In Vietnam, he won a reputation as an officer who would put his life on the line to protect his troops. In one particularly deadly fight on the Batangan Peninsula, Schwarzkopf led his men through a minefield, in part by having the mines marked by shaving cream.

In 1988, Schwarzkopf was put in charge of the U.S. Central Command in Tampa, with responsibility for the Horn of Africa, the Middle East and South Asia. In that role, he prepared a plan to protect the Gulf's oil fields from a hypothetical invasion by Iraq. Within months, the plan was in use.

A soldier's soldier in an era of polished, politically conscious military technocrats, Schwarzkopf's mouth sometimes got him in trouble. In one interview, he said he had recommended to Bush that allied forces destroy Iraq's military instead of stopping the war after a clear victory.

Schwarzkopf later apologized after both Bush and Defense Secretary Dick Cheney fired back that there was no contradiction among military leaders to Bush's decision to leave some of Saddam's military intact.

After retirement, Schwarzkopf spoke his mind on military matters. In 2003, when the United States was on the verge of invading Iraq under President George W. Bush, Schwarzkopf said he was unsure if there was sufficient evidence that Iraq had nuclear weapons.

He also criticized Donald Rumsfeld, the secretary of defense at the time, telling the Washington Post that during war-time television appearances "he almost sometimes seems to be enjoying it."

If you were paying attention, you noticed 2012 (like every year) was a huge year filled with celebrity relationship drama. But if you pay attention beyond the headlines, you'll see that there were bigger lessons and takeaways about love, beyond the people in the situations themselves. None of these are perfect equations by any means, but they're real -- and doing what's real is sometimes the best you can hope for.

Chinese censors may require Internet users to register with their real names and Government identity cards when signing up with network providers, according to state media.

Many social networking sites including Facebook and Twitter are blocked in China, as is the YouTube online video service.

Once the new regulations are in place, the Government will be able to monitor people visiting different websites and determine why certain sites, particularly foreign ones, are popular.

"The law should escort the development of the Internet to protect people's interest," said the People's Daily. "Only that way can our Internet be healthier, more cultured and safer."

Earlier this year, the Government introduced similar rules for microblogging sites such as Weibo, forcing users to register their real names, pointing out that it was aiming to prevent people from making malicious and anonymous accusations online.

NEW YORK - Sensational comebacks have Peyton Manning and Adrian Peterson headed for the Pro Bowl.

Also selected Wednesday to the NFL's all-star game was Redskins rookie quarterback Robert Griffin III.

Manning missed all of the 2011 season with neck and back problems that required several operations. He then signed with Denver as a free agent and has led the Broncos on a 10-game winning streak to take the AFC West.

"I know there's great players out there in the NFL, but there's some great players on this team this year that deserve to go," said Manning, whose 12th Pro Bowl is a record for quarterbacks. He ranks fourth in league passing this year, has thrown 34 touchdowns and 11 interceptions.

Four other Broncos made the AFC roster: DE Elvis Dumervil, linebacker Von Miller, CB Champ Bailey and tackle Ryan Clady. Bailey's 12th appearance is a record for defensive backs.

Minnesota's Peterson tore up his left knee on Christmas Eve last year, underwent major surgery, then was back for the season opener. He's gone from uncertain to unstoppable, running away with the rushing title with a career-high 1,898 yards and lifting the Vikings toward an NFC wild card.

"Coming into the season after going through the rehab process, I just told myself that I wanted to lead my team to a championship and make sure that I contribute and do my part," Peterson said. "I've been doing it."

Griffin is one of three rookie QBs who had superb debut seasons, along with Andrew Luck of Indianapolis and Russell Wilson of Seattle. Luck and Wilson weren't voted to the Pro Bowl by players coaches and fans, although their teams are in the playoffs; Griffin can get to the postseason if Washington beats Dallas on Sunday.

"You can't play down those kind of things," Griffin said. "I've always said my whole football career that you don't play for awards. They just come. You don't say you're going to win the Heisman. You don't say you're going to win MVP. You go out and you prove it on the field, and if everyone feels that way then they'll give you that award."

San Francisco had the most players selected, nine, including six from its second-ranked defense. Houston was next with eight, six on offense.

Kansas City, despite its 2-13 record that is tied with Jacksonville for worst in the league, had five Pro Bowlers, including RB Jamaal Charles, who like Peterson is coming back from a torn ACL.

Well, it?s officially over.

With an eight-game gap and one week of games left, MDS and yours truly disagree on only five games.? Which means that, even if MDS sweeps, I?ll still be three games ahead.? (Math continues to be my strong suit.)

Of course, if I sweep I?ll finish with a 13-game lead.? And based on the five disagreements, I think I will.

Read on to see our picks and our takes for the final week of the regular season.? It all re-sets to 0-0 for the playoffs, at which time MDS will have a chance to exact revenge.? Or to fail again.

Last week, I was 11-5 and MDS went 10-6.? For the year, I?m now at 157-82-1, good for 65.4 percent.? MDS is 149-90-1, which keeps him at 62.0 percent.

Buccaneers at Falcons

MDS?s take: The Falcons wrapped up home-field advantage throughout the NFC playoffs, but they say they?re playing to win in Week 17. They shouldn?t have much trouble winning against the Bucs, who have collapsed at the end of the season.

MDS?s pick: Falcons 34, Buccaneers 13.

Florio?s take:? The Bucs haven?t been the same team since they nearly beat the Falcons in Tampa.? The Falcons are still trying to prove that they?re one of the best teams in the league.

Florio?s pick:? Falcons 27, Buccaneers 17.

Jets at Bills

MDS?s take: Football fans, the Greg McElroy-Ryan Fitzpatrick quarterback matchup you?ve all been waiting for is finally here. Fitzpatrick will throw a couple of touchdown passes in what may be his final start in Buffalo.

MDS?s pick: Bills 20, Jets 10.

Florio?s take:? The Jets have folded the tents, even though the circus is still in town.? Buffalo celebrates the news of a new lease with a home win to end the season, just in time for plenty of changes.

Florio?s pick:? Bills 27, Jets 14.

Ravens at Bengals

MDS?s take: At first glance this might look like a big game, matching up two playoff teams. But with the Bengals locked into the No. 6 seed and the Ravens highly likely to end up with the No. 4 seed, neither of these teams has a lot to play for. I think the Ravens, however, will be a little more motivated to build on the momentum from last week?s win over the Giants and will take this one.

MDS?s pick: Ravens 21, Bengals 14.

Florio?s take:? This meaningless game has plenty of meaning for the Bengals, who need to convince themselves that they can beat the Ravens, in order to obtain the confidence that they can do something else they haven?t done in an even longer time ? win in the playoffs.

Florio?s pick:? Bengals 27, Ravens 20.

Bears at Lions

MDS?s take: In 2000, the Lions were 9-6 heading into Week 17 and needed only to beat the 4-11 Bears to make the playoffs. Instead, the Bears pulled the upset and Lions owner William Clay Ford cleaned house and began the disastrous Matt Millen era. This year it?s the 9-6 Bears who need to beat the 4-11 Lions to have a shot at the playoffs. I?ll take the Lions to get their revenge in an upset.

MDS?s pick: Lions 28, Bears 24.

Florio?s take:? Rodney Harrison declared while watching the Lions lose to the Falcons that Detroit?s body language suggests the Lions have quit.? The Bears haven?t.? Sometimes, it?s that easy.

Florio?s pick:? Bears 24, Lions 10.

Texans at Colts

MDS?s take: The Texans are playing for home-field advantage throughout the playoffs, while the Colts are already locked into the No. 5 seed in the AFC. Houston has more to play for and is a better team and will win this one going away.

MDS?s pick: Texans 36, Colts 17.

Florio?s take:? The Texans have never won in Indianapolis.? They need it this time more than ever.? But the Colts will have coach Chuck Pagano back, and even if the Colts leave so much on the field that it will make it harder to win in the playoffs, they?ll leave it all on the field to beat the Texans.

Florio?s pick:? Colts 27, Texans 23.

Packers at Vikings

MDS?s take: This is the biggest game played in Minnesota since Brett Favre led the Vikings to a divisional playoff win over the Cowboys three years ago. Unfortunately for Vikings fans, they?re hosting a Packers team that?s peaking at the right time. I like Aaron Rodgers to lead the Packers to a high-scoring win.

MDS?s pick: Packers 35, Vikings 27.

Florio?s take:? The Vikings are playing for a postseason berth.? The Packers are playing for a bye.? The Packers remain the better team, and they have every reason to demonstrate that on Sunday.? To the delight of the Bears.

Florio?s pick:? Packers 34, Vikings 21.

Dolphins at Patriots

MDS?s take: A win probably won?t be enough to earn New England a first-round playoff bye, but the Patriots will be motivated to try ? and to wash out the bad taste of back-to-back disappointing performances, in a loss to the 49ers and a close win over the Jaguars.

MDS?s pick: Patriots 41, Dolphins 14.

Florio?s take:? The Pats still have a crack at a bye.? That?s all the incentive they need to take out the Dolphins for the second time this month.

Florio?s pick:? Patriots 34, Dolphins 17.

Panthers at Saints

MDS?s take: It?s a meaningless game for both teams, but that doesn?t make it a bad game: Both of these teams have been playing good football in recent weeks, despite falling short of the playoffs. I like the Panthers to keep their winning streak going and make a statement that they?re a team to keep an eye on in 2013.

MDS?s pick: Panthers 24, Saints 21.

Florio?s take:? New Orleans is trying to finish on a high note.? And they are succeeding.

Florio?s pick:? Saints 34, Panthers 10.

Eagles at Giants

MDS?s take: The Eagles quit on Andy Reid months ago. The Giants have looked in the last couple weeks like they quit on Tom Coughlin. Both of these teams are slouching toward the end of the season, but the Giants have more to play for.

MDS?s pick: Giants 14, Eagles 10.

Florio?s take:? The Giants are playing for pride, along with a sliver of hope that they could make it to the playoffs if enough other teams lose.? If the Giants find a way in, there?s a pretty good chance they won?t lose again.

Florio?s pick:? Giants 27, Eagles 20.

Browns at Steelers

MDS?s take: This game is meaningless, and I?m tempted to pick the Browns on the theory that the Steelers will be feeling a hangover from their disappointing Week 16 loss. But the Browns have gone in the tank over the last couple of weeks, and at this point I?m not sure I?d pick them to win on the road against anyone.

MDS?s pick: Steelers 17, Browns 9.

Florio?s take:? The Browns haven?t swept the Steelers since 1988, 11 years before the current edition of the Browns was born.? With rampant changes looming in Cleveland, the Steelers still have enough gas in the tank to avoid getting punked by the franchise they?ve owned since 1999 (even though the Browns are now technically owned by a guy who still owns a chunk of the Steelers).

Florio?s pick:? Steelers 20, Browns 10.

Jaguars at Titans

MDS?s take: Last time the Titans suffered a humiliating blowout loss and were called out by their owner, they responded by winning the next game. I think they?ll do it again.

MDS?s pick: Titans 24, Jaguars 14.

Florio?s take:? Bud Adams isn?t happy with his coaching staff.? He?ll be slightly less unhappy after Sunday, but still unhappy enough to clean house.

Florio?s pick:? Titans 27, Jaguars 16.

Chiefs at Broncos

MDS?s take: Knowing they need to win in order to earn a first-round playoff bye, the Broncos will pound the Chiefs, who have nothing to play for other than the first pick in next year?s draft ? which Kansas City will earn by losing.

MDS?s pick: Broncos 27, Chiefs 10.

Florio?s take:? With 10 straight wins each by at least seven points, the Broncos could be the best team in the playoff field.? They?re definitely good enough to continue chasing a bye week.

Florio?s pick:? Broncos 34, Chiefs 10.

Raiders at Chargers

MDS?s take: With Norv Turner virtually assured of being fired after the game, his team will send him out a winner in an AFC West contest that doesn?t really matter for much of anything.

MDS?s pick: Chargers 24, Raiders 10.

Florio?s take:? Norv Turner has one last chance to change the owner?s mind.? It won?t matter.

Florio?s pick:? Chargers 24, Raiders 10.

Cardinals at 49ers

MDS?s take: San Francisco will shake off Sunday night?s thrashing in Seattle to clinch the NFC West.

MDS?s pick: 49ers 28, Cardinals 3.

Florio?s take:? The Niners are on the brink of squandering the NFC West title that we were ready to hand them back in September.? If they can?t beat the Cardinals and Brian Hoyer at home, San Fran doesn?t even deserve to be in the playoffs.

Florio?s pick:? 49ers 31, Cardinals 13.

Rams at Seahawks

MDS?s take: No one wants to play the Seahawks right now. They?re destroying everything in their paths. The Rams will be no different.

MDS?s pick: Seahawks 45, Rams 7.

Florio?s take:? The Seahawks, who lost their first round of NFC West games, have been exacting revenge in a big way.? They finish the job on Sunday.

Florio?s pick:? Seahawks 41, Rams 17.

Cowboys at Redskins

MDS?s take: In the biggest game of the day, the Cowboys will ride Tony Romo and Dez Bryant to a high-scoring win. I suspect that Robert Griffin III is hurting more than he?s letting on and won?t be able to move as effectively as he did in the Redskins? Thanksgiving win over the Cowboys. Dallas will take the NFC East crown.

MDS?s pick: Cowboys 31, Redskins 28.

Florio?s take:? For the second straight year, the NFC East title game returns to prime time in Week 17.? For the second straight year, the home team advances.? For the second straight year, the Cowboys come up short.

A wooden garden shed can provide you with many benefits. Many homeowners consider building their own garden shed to store garden tools, landscaping equipment and other supplies. Some will also use this building for a safe environment to establish seedlings before moving them outdoors. Many municipalities require homeowners to obtain a construction or building permit before adding a structure to their property. Depending on the size of your shed and where you live, this may not be required. However, if you build a shed in an area where a construction or building permit is required and without getting that required permit, the city or municipality could require you to remove it from your property. You may invest a lot of time, sweat and money into building your shed, so you do want to ensure your building plans comply with local laws.

The Type of Shed
If you only have plans to use your shed for storing lawn and gardening equipment and tools, a basic shed without insulation, electricity, water and more may be acceptable. You may not even need to install a window if the shed will be used for a basic storage purpose. However, if you are storing items that need to be kept at a steady temperature, insulation and possibly climate control capabilities may be required. If you will be using your shed to store extra large equipment, such as a riding lawn mower, you may need a double-wide door along with an entrance ramp. It may be necessary to have a pass-through experience with doors on opposite ends of the shed. If the shed will be used to raise seedlings, ample natural lighting with the installation of windows coupled with a sink for easier watering may be useful. You want your shed to conveniently meet all of your needs, so picking out the best shed plans possible is key.

Any time you build a new structure on your property, you want to consider the location carefully. This is even more true when building a wooden garden shed. Keep in mind that a structure will need to be placed in a relatively flat area without an incline. If you choose an area with an incline, this area will need to be leveled so that you can build on a flat surface. It should also be an area that is not prone to flooding or developing pools of standing water during wet times as a wooden shed could rot when exposed to significant water over time. Further, the contents inside the shed could be damaged.

Many homeowners debate between building their own shed from scratch, often using do-it-yourself plans found online, and installing a pre-fabricated shed on their property. It can be difficult to fully estimate the cost of building a shed on your own from scratch. To start, you will need to find the right plans to utilize. The best plans include a list of all of the materials and tools you will need for the job. You can take this list to the local home improvement store, locate the items and calculate the cost. Keep in mind that any tools required will either need to be leased or purchased. In most cases, it is more affordable to build your own shed from plans found online.

Building your own wooden garden shed is not something that you want to undertake without diligent planning. It is wise to spend ample time finding the perfect location for the shed in your yard and researching the need to apply for a building permit.
